If a person has ped and you could not get up with the beneficiary of the policy who can claim that money?

this man had two policies one to his neice and one to another lady now this other lady can't be found and we have tried to contact her and no luck what happen to that money , will his brother be able to claim it or his son even if they were not named the beneficary of that policy.
