Yes, the feds OF MEXICO should be doing their jobs and making sure all this firepower isn't crossing the border into their country. If Mexico wants to project itself s a sovereign nation then it needs to take some responsibility for policing its own territory. The idea that US is responsible for everything that happens in Mexico is absurd.
