I WANT OPINIONS. Is it better to have good diplomatic relations with Iran's people or Iran's government?

Is Obama making a mistake criticizing the government and befriending the ppl? Keep in mind Iran has nuclear capabilities (subs, missiles, etc). Thanks for answering.
