I see sooooooooo many homes for sale in and around Rochester.?

Are the home prices negotiable or are they getting close to asking price. My guess would be negotiable, very negotiable. Having said that, where is the most likely place to buy a home to be sure it will have good re-sell value? On lake Ontario? Within Brighton?
